Remove the herky-jerky animation when dragging projects

Today when you drag projects up/down the projects move apart as you drag to show you where your project will be inserted if you drop it. However, this creates a lot of herky-jerky animation, and because things are moving, it makes it harder to quickly drop with precision. A much preferred best practice is to use a thin horizontal line that moves as you drag the mouse to indicate where the project will be inserted without causing all of that animation.

Hi Matt, thanks for reporting this! We made some improvements to the drag and drop that should be available from the next release.

Francesco: I did notice some improvements. I'm still finding it a tad challenging to drag/drop quickly with all of the movement. It's much better but could still use adjusting.
