Enable Hover to Activate Task for Shortcuts

It seems like you need to click not just hover on an issue for the hot key actions to apply to it. This frequently cause issues for me and adds a lot of inefficiency to my workflow. If the user is hovering on a task please make that task the main task for the action bar not the previously selected issue
