Mobile: Drag-to-Resize for Time Blocks on Mobile

As a user, I want to be able to tap and drag a time block up or down to change its length on the mobile calendar.

• Current behaviour: Must tap into the event and manually edit duration.

• Desired behaviour: Tap and hold the edge of a block to resize it (similar to the desktop experience).

• Benefit: Allows for much faster "shuffling" of the day without multiple clicks.
