Overlay Should Stay Above Bottom App Bar

Currently, the overlay appears above the bottom app bar initially, but once you select an app from the menu, the overlay gets covered by the app bar. It would be better if the overlay consistently stayed above the bottom app bar to maintain visibility and accessibility.
