Remove the herky-jerky animation when dragging projects

Today when you drag projects up/down the projects move apart as you drag to show you where your project will be inserted if you drop it. However, this creates a lot of herky-jerky animation, and because things are moving, it makes it harder to quickly drop with precision. A much preferred best practice is to use a thin horizontal line that moves as you drag the mouse to indicate where the project will be inserted without causing all of that animation.
