Standardize location input behavior across desktop and mobile

Standardize the location input logic so desktop and mobile behave identically when the input is not one of the location search options: the text should be selectable in the same way on both platforms, with the popup appearing at the bottom on desktop and at the top on mobile. Currently the behavior differs between the two clients.
