Subtasks: reorder subtasks within the subtasks panel

Now that subtasks have shipped, it would be great to be able to manually re-order subtasks inside the subtasks panel (e.g. drag-and-drop), so they can be arranged in the order you actually want to work through them rather than a fixed order.
